The JPM is specifically made for TSM by there team I would not use that on another map mod. My guess is that they state to use TSM and JPM with these packs beacuse of how the Toll Booths, Train Stations and Ferries are setup, I have had a few issues on Pro Mods Scandanavia maps with an oversized trailer pack getting in and out of a ferry also some roundabouts are smaller in Pro Mods.
